[Important Information for Employees] UUP 2020 Discretionary Salary Increase Process

UUP Discretionary Salary Increases (DSI) for the 2020-2021 fiscal year will
once again be fully devoted to equity funding to address salary compression
and inversion disparities.

Individual award letters will be emailed by March 5, 2021 to those slated
for a salary increase in 2020. Awards will be reflected in the paycheck
dated March 17, 2021 but will be retroactive back to July 1, 2020 (for
professional employees) or September 1, 2020 (for academic employees).


*Background*The 2016-2022 State/UUP Agreement required that guidelines and
a methodology for a salary equity study be conducted at each campus to
identify compression and inversion for UUP-represented employees.

Salary inversion may exist when new employees are hired at salaries higher
than experienced employees; compression may exist when salaries of
experienced employees fail to maintain distance above salaries of new
employees.

A State/SUNY/UUP executive-level committee developed guidelines and a
methodology to analyze and identify the extent of salary compression and
inversion, and the adopted guidelines and methodology have been used at SUNY
Plattsburgh.

I reviewed the results of the analysis and considered them with the cabinet
in making decisions regarding distributing this year’s DSI. The pool of
funding includes 0.5% equity funding to address the compression and
inversion as determined by the study and an additional 0.5% DSI that could
be used for either equity or merit.

After that review and consideration, I decided to use the entire 1% to
address identified compression and inversion issues this year. In following
the negotiated guidelines, and in an effort to be transparent, below is a
summary of specific considerations made in the distribution of these funds.


*Campus Compression/Inversion Criteria*The funds available for
compression/inversion (0.5% of campus salaries) is $174,102.

The total amount of compression/inversion salary increases available is
$348,204 (1% of campus salaries; 0.5% for compression/inversion plus 0.5%
DSI).

An annual threshold amount of $1,500 or less was used to determine
recipients. Employees whose compression need was less than $1,500 were not
included for remediation.

The compression/inversion money was distributed proportionately at 12.5%
across all UUP members who have compression/inversion identified for campus
remediation. So all individuals identified for compression/inversion
increases will get the same percentage of their compression/inversion
remediated. For example, if an employee’s compression need was identified
as $10,000, that individual would receive $1,250 added to base salary.

The remaining DSI money was distributed proportionately at an additional
10.2% to Professionals and Full-time Faculty meeting the criteria above,
and all adjuncts eligible for payment have been brought up to the Fall 2021
minimum.

>From the pool of employees eligible to receive salary increases from the
compression/inversion pool, the following permissible exclusions were made
by the campus administration:

   - Part-time academics paid on a bi-weekly or other non-annual salaried
   basis with less than 2 years of service.
   - Part-time professionals paid on a bi-weekly or hourly basis with less
   than 2 years of service.
   - New employees with less than one year of service.

To be eligible for this payment, all UUP employees must be active or on an
approved leave on the eligibility date of June 30, 2020 (or April 30, 2020
for part-time employees whose employment expired prior to July 1, 2020) and
on payroll or approved leave as of November 25, 2020.

*For Academics*CUPA 2019 Faculty in Higher Education Survey is the standard
source using Tenure Track Faculty, New Assistant Professor in each
department/discipline.


*For Professionals*CUPA 2019 Professionals in Higher Education Survey was
used.  For certain positions the CUPA Staff or Administrators Surveys
contained comparable titles which are more appropriate comparators for
benchmarking purposes.
