Payroll Advance Option for New Employees

As of July 1, 2026, eligible State employees will be able to take advantage
of an optional payroll advance program upon hire.  The Optional Payment
Election Program provides an employee with a tax-free advance of two weeks
of basic annual salary.

The purpose of this program is to provide eligible employees with access to
an advance on their earnings upon hire to help bridge the approximate
one-month (two pay period) interval before receiving their first regular
paycheck.

Employees who submit a timely application will receive the payroll advance
on or around the completion of their first full payroll period worked.  The
advance will be repaid through payroll deductions over the employee's first
fourteen (14) pay periods.
