Important FSA Enrollment Information

The Flex Spending Account (FSA)
<https://oer.ny.gov/about-flex-spending-account-fsa> Open Enrollment
Campaign for the 2025 plan year will begin on November 1 and end on
December 9, 2024, at 11:59 pm ET.



As a reminder we will continue with Total Administrative Services
Corporation (TASC) as the FSA vendor for the 2025 plan year. TASC offers
enrollment online through Bentek at, https://www.mybentek.com/nysfsa/. FSA
enrollment lasts for only one year, employees must enroll during open
enrollment if they would like to participate in the FSA for 2025. Employees
can learn more at oer.ny.gov/fsa.



Internal Revenue Service (IRS) regulations do not allow us to make
exceptions for employees who miss the deadline, regardless of their reason.
Employees are encouraged to enroll early to avoid long hold times or other
issues that may occur during the last few days of the open enrollment
period that could cause them to miss the deadline.



Health Care Spending Account

Contributions to the Health Care Spending Account (HCSA) are made through
pre-tax payroll deductions and may be used for eligible health care
expenses that are not covered by a health insurance plan. The maximum
annual contribution to the HCSA is $3,300 for the 2025 plan year.



Returning participants from the 2024 plan year will continue to use the
debit card that was issued as it is good for four consecutive years. New
participants will receive their debit card by January 1, 2025.



Carryover will continue, after the run-out period ends on March 31, 2025,
up to $640 of funds remaining in 2024 accounts will be carried over to
participants’ 2025 accounts for use during the 2025 plan year. Funds will
be available in 2025 accounts by April 30, 2025.



Dependent Care Advantage Account

State employees may contribute up to $5,000 per year per household in the
DCAA through pre-tax payroll deductions for childcare, elder care, and
disabled dependent care expenses. After eligible services have been
received, the employee submits for reimbursement. The DCAA employer
contribution will be available in 2025 for unions that have agreements to
participate in the employer contribution program. The following employees
are currently eligible for the employer contribution:



   -

   Employees of Executive Branch state agencies, Roswell Park Comprehensive
   Cancer Center, or State University of New York who are designated M/C or
   represented by CSEA, PEF, UUP, NYSCOPBA, DC-37, or GSEU
   -

   Employees of the Unified Court System, except those designated
   unrepresented (Negotiating Unit #88)
   -

   Employees of the Legislature, NYSERDA, or EFC

Adoption Advantage Account

Eligible state employees may contribute up to $17,280 in the Adoption
Advantage Account for the 2025 plan year. Contributions are made through
pre-tax payroll deductions and may be used for expenses related to the
adoption of an eligible child. The grace period for both the adoption and
dependent care accounts will continue, any remaining funds from the 2024
plan year can be used to pay for expenses incurred between January 1, 2025,
and March 15, 2025.

information or to enroll by telephone. Current enrollees must re-enroll for
2025.
