Update to Classified Recruitment - NY HELPS

In response to the statewide challenges that agencies are facing regarding
the recruitment of classified positions, the NYS Civil Service Commission
has approved the NY HELPS program for an initial 12-month period.  NY HELPS
stands for New York Hiring for Emergency Limited Placement Statewide.

What does this mean for SUNY Plattsburgh?

With the implementation of this program, SUNY Plattsburgh will be able to
appoint individuals to certain positions without the restrictions of
current civil service lists or exams.  Some of the eligible titles that
fall within this program that we have been struggling to fill include
Office Assistant 1, Office Assistant 2, Administrative Assistant 1, and
Library Clerk 2.

When can we start to fill these positions?

Immediately!  From now through May 2024 (exact date to be determined based
on the adoption of the NY HELPS resolution), agencies may recruit and hire
employees by making temporary, pending Commission action appointments into
NY HELPS titles.  For a 12-month period beginning in May 2024, agencies may
make permanent non-competitive appointments to NY HELPS titles.

This is still new and we will receive additional information and guidance
from Civil Service, but we wanted to share this exciting news with the
campus as soon as possible.  This is a huge win for us and our ability to
fill clerical positions across campus!
