Dear Colleagues,


In partnership with the League of Women Voters, we wanted to send along a
reminder about this upcoming election and pass along information. Please
share and encourage others to vote in this upcoming election.



*The statewide general election is Tuesday, Nov. 7 from 6 a.m. to 9 p.m.*,
however, voters can avail themselves of the *nine-day Early Voting Period
in New York*. All counties in New York have *an Early Voting Period
starting Saturday, Oct. 28 through Sunday, Nov. 5.* Each county has a
designated Early Voting site or sites. Registered voters may take advantage
of Early Voting in their County. All buildings are accessible to all
voters. Voters will be able to verify their eligibility upon entering and
get the ballot for their individual municipality. Hours vary during the
Early Voting Period by County, check with your County Board of Elections or
see the attached document for hours in Clinton, Essex and Franklin
Counties. *In New York, the deadline to register to vote in the 2023
general election is Saturday, October 28 – which means an eligible citizen
can go to an Early Voting site, register and then vote by affidavit ballot
that same day!*



The goal is always to increase the turnout for any election! Although
considered an "off" election year, it is still a VERY IMPORTANT election
with so many local elected offices to fill in various municipalities -
including council positions, town/village supervisors, highway
superintendents, town/village clerks, town/village justices, and some
county-level positions. *Local governments* directly affect its citizens in
so many areas including zoning, water/sewer systems, road maintenance and
repairs, parks and recreational areas, and overall municipal development
including affordable housing projects.



Your County Boards of Elections have a *"sample ballot"* that includes
every voting district.

·       Clinton County residents go to https://www.clintoncountygov.com/boe and
click on 2023 General Election Sample Ballot and scroll through to find
your City, Town or Village Sample Ballot.

·       Essex County residents, go to
https://www.co.essex.ny.us/EssexVoters/ and click on the appropriate Sample
Ballot.

·       Franklin County residents go to
https://www.franklincountyny.gov/departments/administrative/board_of_elections/index.php
click
on 2023 General Election Sample Ballot and scroll through to find your
locality.



The only items that every New York voter can weigh in are the two ballot
proposals on the back of the ballot - please give these two proposals some
consideration! Both proposals are amendments to the New York Constitution
and have passed in two successive legislatures (2021-2022) which is how
they can now appear on the ballot.


*Ballot Proposal 1 *would allow small city school districts to carry more
debt. The proposed amendment to Article 8, section 4 of the Constitution
removes the special constitutional debt limitation now placed on small city
school districts, so they will be treated the same as all other school
districts. Keep in mind that this will affect several small cities here in
the North Country like Watertown, Ogdensburg and Plattsburgh.


*Ballot Proposal 2* “extends for ten years the authority of counties,
cities, towns and villages to remove from their constitutional debt limits
debt for the construction of sewage facilities." Given the aging water
systems in many North Country communities, this will help local governments
improve the infrastructure in their locality.
