The CEES Seminar Series presents:
Dr. Curt Gervich,  Professor of Environmental Science, SUNY Plattsburgh
*Cheap power in Plattsburgh: Privilege or curse?*

Consumer electric rates in Plattsburgh, New York are among the least
expensive in the United States. Electric rates in the community are set by
New York State’s Preference Power Program, which was enacted in 1957 to
promote economic development in rural portions of the state.The energy
landscape has evolved a great deal since the program that governs
Plattsburgh’s energy system and rates was put in place, and now the
community finds itself in need of an energy system that promotes
flexibility and resilience. Yet, the community’s low rates discourage
investment in energy infrastructure. This research sheds light on the roles
that energy literacy and financial vulnerability play in conservation, and
the social, economic and policy forces that interact to determine
Plattsburgh’s energy future.
