2021 Health Insurance Rates and Option Transfer Deadline

The Option Transfer Period is here!



During the Option Transfer Period, you may make the following changes to
your New York State Health Insurance Program (NYSHIP) option for 2021:

-Change to the Empire Plan

-Change to a NYSHIP Health Maintenance Organization (HMO)

-Change to the Opt-Out Program (if eligible).  Please note that it is no
longer necessary to reenroll in the Opt-Out Program each year.  No action
is necessary for current Opt-Out enrollees who are still eligible and wish
to remain in the program.



No action is required if you wish to keep your current health insurance
carrier.



Other changes permitted during the Option Transfer Period include:

-Change from family to individual coverage (whether you have a qualifying
event or not);

-Voluntarily cancel your coverage (whether you have a qualifying event or
not);

-Change your Pre-Tax Contribution Program (PTCP) election; changing from a
pre-tax to a post-tax deduction or vice versa.



The Option Transfer Period ends December 31,  2020.





New York State's Department of Civil Service has announced the 2021
biweekly health insurance rates as follows:



Biweekly rates for CSEA employees in salary grade 9 or below (or annualized
salaries less than $46,102 for UUP or Management/Confidential employees)

Empire Plan             $46.30                       $199.61





Biweekly rates for CSEA employees in salary grade 10 or above (or
annualized salaries equal to $46,102 or more for UUP or Management/Confidential
employees)



                                    Individual                   Family

Empire Plan            $61.73                          $237.76







Biweekly rates for PEF, Council 82, or APSU employees in salary grade 9 or
below



                                     Individual                 Family

Empire Plan             $47.36                       $204.76





Biweekly rates for PEF, Council 82, or APSU  employees in salary grade 10
or above



                                    Individual                   Family

Empire Plan            $63.14                         $243.86





You will need to complete a PS404 (found here:
https://www.cs.ny.gov/forms/ps404.pdf) and return to Human Resource
Services (via fax at 518-564-5060 or email at hrs at plattsburgh.edu) to make
any changes to your health insurance coverage.



In addition to the Empire Plan, there are several HMO’s available and are
dependent upon the county that you live in.  If you need help deciding
which plan is right for you, please see the Choices brochure for more
information.  These are being mailed to home addresses this week but can
also be accessed online at NYSHIP Online (www.cs.ny.gov/employee-benefits).
Click on Employees, then State Government Employees.  Select New York State
Health Insurance Program (if prompted, make your group and plan
selections), click on Health Benefits & Option Transfer, then Rates and
Health Plan Choices.
