[Important Information for Students] Expectations and Local Laws You Need to Know

Welcome back Cardinals!
It's Friday and this will be the unofficial first weekend of the semester.
For many of you, this will be the first time you venture off campus to
interact with other students.  I want you to have fun and meet people, but
please do it safely and responsibly.

*Be Respectful* - (Would my behavior embarrass me during a job interview?)
*Be Responsible* - (Everything in moderation. Stay in control)
*Be Safe* - (Use the buddy system and be a good bystander to friends and
others)

Remember that many families live in the neighborhoods you congregate in,
where you walk, and where you stay up late.  They have a lot of patience in
putting up with noise and behaviors, so please do your part in recognizing
what they go through nightly and being respectful.

I'm going to be real.  Bad things can happen to good students.  Risky
behaviors such as excessive drinking can lead to horrible unintended
consequences. Falls become traumatic injuries, simple fights become lives
changed forever, and fun becomes dangerous.  Unfortunately, it has happened
here, and more than once.  Be responsible in what you do and what you
tolerate your friends doing.  Be good Cardinals.

*So.*..every college town has local laws and rules that new students may
not know about.  Here are some of the laws in Plattsburgh you need to know
(definitions are abbreviated):


   - *Open Container-* prohibits possession of open drinks that contain
   alcohol on any public property (sidewalks/streets/parking lots) in the City
   including outdoors on campus.
   - *Noise Ordinance*- Any excessive noise which annoys, disturbs,
   injures, or endangers the comfort or peace of a person.   The person making
   the noise or the person in charge of the premises is liable. This can
   include music, people, loud cars, etc.
   - *Unlawfully Dealing with a Child*- Giving alcohol to someone under 21.
   - *Possession of Alcohol Under 21*-  Yes, we know what's in BORG.
   - *Public Urination*-  No person shall urinate in any place open to the
   public view including private property.  (Plan ahead. Find a restroom)
   - *Trespass*- To enter or remain on private property without permission
   (including urination).
   - *Disorderly Conduct*- Engages in violent behavior or fighting,
   obstructs pedestrian or vehicular traffic (walking in the street), makes
   unreasonable noise, or creates a hazardous or physically offensive
   condition.
   - *Cannabis-* Still illegal federally so prohibited on campus.  In NY
   it's Illegal under 21.
