Dear Students,
My name is Michelle Cromwell and I serve as the Interim Title IX Coordinator
<https://www.plattsburgh.edu/plattslife/health-safety/title-ix/index.html>
on campus. I’d love to welcome you back to campus whether you are
returning from the summer break or are a first semester SUNY Plattsburgh
Student.
Prior to now, you may have experienced limited education and conversation
in relation to gender, sexual orientation, sexuality, as well as sexual
boundaries. We are here to support you to understand what the expectations
are so that you do not violate the safety of others and so that you are
empowered to communicate with others what your expectations are for safety
as an individual. You may also have been taught the precautions you can
take not to be harmed by others, rather than the responsibility we each
have not to cause harm.
Additionally, you may be concerned that you will be falsely accused of this
type of conduct, and this shows that you are conscious of how your behavior
and choices impact yourself and others. The College utilizes impartial
processes that you may access here
<https://www.plattsburgh.edu/plattslife/health-safety/title-ix/title-ix-policies.html>.
It is important that we strive for an inclusive environment where all
voices can be heard and individuals feel empowered to seek support when
they may need it.
Regulations for Title IX
As of August 14th, 2020, the US Department of Education implemented new
regulations for Title IX. Here are some things that we think are important
to highlight in regards to these changes:
-
As a result of the regulations, SUNY Plattsburgh has created a
stand-alone policy to respond to reports which fall under the federal
mandates. You can find that policy here
<https://www.plattsburgh.edu/plattslife/health-safety/title-ix/title-ix-policies.html>
.
-
Regardless of whether or not the report falls under the new regulation,
SUNY Plattsburgh WILL respond to all reports regardless of whether they
occurred on or off-campus under our previously established policies (and
the purview of 129-B, VAWA):
-
Sexual Harassment & Sexual Violence Policy

-
Interpersonal Violence Policy
<https://www.plattsburgh.edu/about/offices-divisions/administration-finance/management-services/campus-handbook/section-ii-affirmative-action-equal-opportunity/interpersonal-violence-policy.html>
-
Student Conduct Manual
<https://www.plattsburgh.edu/_documents/student-conduct/student-conduct-manual-2019-2020-rev-oct.pdf>
-
Despite the option to increase time frames on our process from 60 days
to 90 days, SUNY Plattsburgh will maintain a 60-day timeline for processing
formal reports of sexual and/or interpersonal violence.
-
Despite the option to increase the burden of proof during adjudication
through our Student Conduct system to be clear and convincing, we are
maintaining the standard of preponderance of evidence (more likely than
not).

As a member of SUNY Plattsburgh campus, you are connected to many people
who made the choice to come to campus from various backgrounds and areas of
the country and world. On SUNY Plattsburgh campus, we invite you to reach
out to others to build new relationships, connections, and understanding.
If you see that someone is harming or making an effort to cause harm, we
ask that you get involved in helping. We need all community members
engaged in interrupting violence.
Here are some ways
<https://www.plattsburgh.edu/plattslife/health-safety/title-ix/get-involved.html>
to take actions and make sure intervention occurs:
-
Step Up: Don't walk away because you think it isn't your business. Any
violence or harm on campus impacts all SUNY Plattsburgh members.
-
Get Help: Don't assume someone else will help. It is better to have
multiple people stepping in or seeking assistance, than none. If you are
unable to help, find someone who can without leaving the person in harm or
at risk of harm alone.
-
Get Informed: Learn more about issues with which you aren't familiar-
join groups, take a class, etc.
-
Advocate: Look for ways around campus to get involved as a campus ally
or educator. Join our office on important initiatives and work for systemic
change.
I encourage you to ask any question or raise any concerns you may have. The
College has a responsibility to uphold your rights, safety, and foster an
environment where you can thrive and achieve your educational goals.
For education or training sessions, please contact Zyaijah Nadler, Violence
Prevention Education & Outreach Coordinator: znadl001 at plattsburgh.edu.
