[Academic-Affairs] Low-Enrolled Course Cancellation Policy (finalized)

Colleagues,

Please find attached the final version of the Low-Enrolled Course
Cancellation policy that we have been working on together.  My team and I
have done our best to incorporate feedback from faculty, via discussions
with both the Faculty Senate Executive Committee and the Faculty Senate
(April 4, 2023 meeting).

This policy will be our guide for Fall 2023 course offerings.  As specified
in the document, Chairs and Deans will work together to make decisions that
are in the best interest of our students, but that also attend to our
challenging resource decisions.
